1999 monte carlo only blows out floor vents

I have a 99 monte carlo 3.1 v6. If you have the a/c or heater blowing on defrost or passenger compartment it starts blowing on the floor whenever you accelerate or go up a hill with the rpms at 2000 or higher.

This nis the sign of a vacuum leak for the main A/C heater control panel. Vacuum is what controls the functions. Whenh there is non or not enough, the system cannot control it normally.
