If a new ac compresser is empty of refrigerant will that cause the clutch not to engage when air is turned on?

yes, the compressor shouldn't turn on if the pressure is too low. The oil that lubes the system is taken through the system with the refrigerant. Running the compressor with no oil or refrigerant could damage the compressor so the system will shut down if the pressure is too low.
