1999 Toyota Camry Engine Temperature Too Low

The temperature gauge on my 99 Toyota Camry reads halfway between hot and cold when the car is running and parked, when I drive it, the gauge goes all the way down to almost cold. Do I need a new thermostat ?

Yes. You need a new thermostat on your car. That is what regulates the coolant flow through the radiator. It is stuck open, so coolant is flowing and cooling off when it should not be. The thermostat should not open until the coolant is about 180 degrees.
