1999 lincoln navigator having problems starting in cold weather

what kind of problem are you having in your starting? Just get one click when you turn the key to start? (bad starter relay) (bad starter solenoid) Get a series of clicks? (low battery) Starter cranks over but doesn't start? (Check for spark, fuel pressure and injector pulse) Cranks over but takes a while before it will start? (check if your area uses oxygenated fuel in the winter time)

possibly: there is a TSB for Ford and Lincoln vehicles. tsb#98-26-2
includes 98,99 lincoln navigator
