Olds Intrigue 2000 Wont Crank Over

The car wont crank. stright wired the starter, still wont crank. dash bord lighs up. put in a neutral switch, starter fuse and relay switch. please help

Do you mean you jumpered the starter by shorting the purple wire to the red cable on the stater?
Do you have power on the purple wire at the starter when the key is turned to CRANK?

Answer: No fire on the purple wire. I ran a target switch and push the button the starter just spins but won't crank.

OK.
No power on purple wire, so no starter cranking.
Is the security or theft light stay on when the key is is the ON position?
Or does it flash after trying to crank normally- and it won't crank?

The light stays on

This is a security / theft problem.
Try this THEFT RE-LEARN PROCEDURE
It is for a Chevy Impala, but it is the same.
This is a temporary re-learn procedure. The system has a fault, but this will usually get it to start again.
Then the problem will have to be fixed before it won't start again.
Most common fault is a bad passlock ignition cylinder.
This is the cylinder that the ignition key goes into.
