Sounds like a problem with the 1-2 shift solenoid. Either a wiring problem going to the connector,
the wiring inside the trans, or a bad solenoid. Pink wire at trans. connector powers all solenoids.
Red wire inside feeds 1-2 shift solenoid, lt. green wire is the solenoid control circuit from the pcm.
Shift solenoid resistance should be between 19-31 ohms.
